Incentive Scheme – High Efficiency Solar PV Module

PLI Scheme for High Efficiency Solar PV Modules-From 01.04.2021 – for 5 years

  • To bring cutting edge technology to India for manufacturing high efficiency solar PV modules. 
  • To reduce dependency on imports in the area of renewable energy.
  • To promote setting up of integrated plants for better quality control and competitiveness to develop an ecosystem for sourcing of local material in solar manufacturing. 
  • 4,500 Crores outlay is targeted under this scheme
  • PLI will be calculated as per following formula

PLI () to manufacturers = Sales Volume (Wp) × Base PLI Rate (/Wp as per position in Performance Matrix mentioned in para 3.7) × Tapering Factor as explained in guidelines (1.4, 1.2, 1, 0.8, 0.6 for 1st, 2nd, 3rd, 4th & 5th year respectively) × Local Value Addition expressed in fraction of one.

  • The actual PLI given to a manufacturer will depend on actual sales or the maximum capacity awarded under the PLI scheme, whichever is less, his actual position in the Performance Matrix and actual local value addition subject to a maximum of PLI requirement quoted by bidder for a particular year. 
  • The base PLI rate will be calculated as per the Performance Matrix Table given below:

  1. Bidders can be a single company/JV/Consortium, subject to tie up of such JV/Consortium with another partner/company for one bid only.
  2. Manufacturing units which have imported capital goods for setting up the module manufacturing facility before the last date of bid submission will not be eligible for participation under the PLI scheme.
  3. Greenfield and Brownfield new manufacturing units are eligible for PLI, subject to fulfillment of the prescribed parameters. However, PLI rate for new Brownfield projects will be 50% of Greenfield projects.
  4. Manufacturing units, which have

    1. availed benefits under MNRE’s tender for solar PPA linked to PV manufacturing or SIPS/M-SIPS programme by Ministry of Electronics & Information Technology, or
    2. imported capital goods for setting up module manufacturing facility before the last date of bid submission, are not eligible to participate.

Applications will be shortlisted who fulfill the following minimum parameters:

Manufacturing plant has to achieve minimum level of integration across solar cells and modules.

Manufacturing Capacity

Minimum manufacturing plant capacity of 1000 MW to be set up.

Minimum module performance and

temperature coefficient of Pmax

19.50/20% with temperature coefficient of Pmax better than –0.30% / equal to or than – 0.40% per degree Celsius respectively.

  • Inter-se Ranking of Bidders

Bidders shortlisted above will be assigned marks on the basis of extent of integration, manufacturing capacity and least quotation on total PLI amount for a 5-year period.

The bidder manufacturer getting higher marks will get preference in allocation of

manufacturing capacity under the PLI scheme.

  • The manufacturing units will get PLI on annual basis on sales of high efficiency solar PV modules for 5 years from commissioning or 5 years from scheduled commissioning date, whichever is earlier.
  • If a selected manufacturer fails to meet the extent of integration or manufacturing capacity promised at the time of selection, he will not get any PLI till he overcomes these deficiencies. 
  • Manufacturers will be required to submit a self-declaration and a Statutory Auditor’s or Chartered or Cost Accountant’s certificate in support of claims of PLI.
  • Manufacturers are also required to submit supporting documents in respect of PLI claimed for a particular year based on (i) sales (watt) of modules, (ii) percentage of local value addition and (iii) PLI rate (as per the position in Performance Matrix).
  • The PLI scheme will be implemented by MNRE (Ministry of New and Renewable Energy) through Indian Renewable Energy Development Agency (IREDA) as Implementing Agency.
  • IREDA will be responsible for receipt/examination/appraisal of applications, and making recommendations to MNRE after assigning inter-se ranking for approval of beneficiaries/examination of claims and other responsibilities as assigned by MNRE from time to time.
  • IREDA has recently on May 25, 2021 invited applications for selection of manufacturers of high efficiency Solar PV Modules for setting up of manufacturing capacities under the MNRE PLI Scheme. The last date for submission of applications is June 30, 2021.
