The Goods and Services Tax Network (GSTN) has issued a crucial advisory dated June 7, 2025, regarding a significant procedural shift in the filing of GSTR-3B returns. From July 2025 tax period onwards (i.e., returns to be filed in August 2025), the auto-populated liability in GSTR-3B will be non-editable, marking a transition to stricter return
validation and reduced scope for manual errors.
Key Advisory Highlights:
➢ Auto-Population of GSTR-3B:
The GST Portal currently provides a system-generated pre-filled GSTR-3B, where tax liabilities get auto-populated based on outward supplies declared in GSTR-1/ GSTR-1A/ Invoice Furnishing Facility (IFF). So far, taxpayers had the option to edit these values manually while filing the return.
➢ GSTR-1A: The New Correction Mechanism:
With the rollout of GSTR-1A, taxpayers now have the option to amend incorrectly reported outward supplies in GSTR-1/IFF within the specified period. This allows for corrections before GSTR-3B is filed, thereby, eliminating the need to manually edit tax liabilities in GSTR-3B.
➢ Hard Lock from July 2025:
Effective from the July 2025 tax period, the liability figures auto populated in GSTR-3B will be hard-locked. Any changes to these figures must be made through GSTR-1A before the filing of GSTR 3B. This amendment is aimed at streamlining the compliance process and improving data accuracy.
➢ Earlier Advisory Timeline:
Initially proposed for the January 2025 tax period, this implementation was deferred based on stakeholder feedback. GSTN issued advisories on October 17, 2024 and January 27, 2025, indicating the phased introduction of this change and encouraging taxpayers to begin preparations.
➢ Upcoming ITC Locking:
While the locking of Input Tax Credit (ITC) values in GSTR-3B was also discussed in earlier advisories, it has not yet been implemented. A separate notification is expected after the success of the Invoice Management System (IMS).
Effect:
This shift represents a major compliance reform that promotes transparency and reduces human errors in return filing. Taxpayers are now expected to exercise caution while filing GSTR-1 and GSTR-1A. It encourages better reconciliation and accountability, aligning with the broader goals of automation in the GST ecosystem.

The hard-locking of auto-populated liabilities in GSTR-3B is a significant procedural update by the GSTN. By eliminating the manual alteration of key tax figures, the advisory promotes systematic, error free compliance. Businesses must proactively adapt by ensuring timely and correct filing of GSTR-1 and making necessary amendments through GSTR-1A.
