The DGFT, through its Notification No. 23/2023 dated 3rd August 2023, has imposed restrictions on the import of specific items, including Laptops, Tablets, All-in-one Personal Computers, and others.

What does this restriction mean?
This restriction means placing certain goods under the “Restricted Category,” thereby requiring importers to obtain an “Authorization/License” for the importation of such items. DGFT exercises the authority to designate goods within the Restricted Category, making it mandatory for importers to secure the appropriate Authorization/License to proceed with importing the specified items.

- Import under Baggage Rules shall be exempt from the applicability of this restriction.
- The Import Licensing requirements are waived for the purchase of 1 Laptop, Tablet, All-in-one Personal Computer, or Ultra small form factor computer through e-commerce portals, post, or courier except servers per consignments.
- Exemption from import license is provided for up to 20 such items per consignment for R&D, Testing, Benchmarking and Evaluation, repair and re-export, and Product Development purposes. The products shall either be destroyed beyond use or re-exported.
- The import license is not required for cases of “Re-import” after repairs.
- The import licensing requirements are exempted for items that are considered an essential part of a Capital Good.
